I don't believe Trump believes all of America should be kept as is - nor that all of America is great. Any thing he can get through Congress he has changed - so he obviously doesn't mean all of America as it stands today is Great.The culture of death permeating America seems to be entrenched. I am not sure it will be removed short of a major war.I think the only thing that slogan wants to do is keep the Great American President for 4 more years. Then we are on our own again

HHS is fully under the president's control. No need for Congress to be involved here.
