He does have a point. Congress seems to have abdicated its role in declaring war to the president through legislation, who declares and directs wars without it formally being declared. If Congress wants its way, it can declare war.Trump could actually say that. He could say if they declare war on Turkey or Syria, he would be duty bound to oversea it, but prefers not to fight the war.But the Kurds do the short end of the stick.
