nope, common sense is that a quarantine is where you lock up sick people, not when you shutdown most business and lock up the healthy instead of simply establishing proper conditions in which to work (distancing, hygiene, masks, etc..). There has been nothing sensible in the way this has been handled at all, and when the lawsuits over this come to the Supreme Court, there is no chance that these measures will stand. You do realize that you can be asymptomatic and still spread the virus. So I'm not really sure how you allow for that.
